DEFINITION:
Manages the Health Hazardous Materials Division of the Fire Department, and functions as local health officer under authority of the County Code.

CLASSIFICATION STANDARDS:
The one position allocable to this class reports to the Deputy Fire Chief in charge of the Prevention Services Bureau, and provides technical and administrative direction to the Countywide operations of the Health Hazardous Materials Division Inspection, Emergency Operations, Special Operations (site mitigation, investigations and accidental release prevention programs) and Administration/Planning Sections.  This position develops Division objectives, administers the Division budget, allocates personnel resources and serves as the final level of technical review for plans, policies and operational standards for Division operations.  This position requires the incumbent to exercise a thorough knowledge of the principles of organization, personnel management, and intergovernmental relationships between the federal government, State of California, the County of Los Angeles and other agencies in the administration of the Unified Program Agency.

EXAMPLES OF DUTIES:
Directs the work of the Health Hazardous Materials Division's Inspection, Special Operations, Emergency Operations and Administration/Planning Sections.

Provides comprehensive, coordinated analysis of hazardous materials issues including the needs and priorities of all of the various organizations involved in hazardous material management activities.

Assesses the quality of inspection, investigation, site mitigation, accidental release planning, emergency response and administration/planning activities to determine the effectiveness of staff in meeting program objectives.

Conducts hearings and reviews cases for companies involved with complaints of illegal or unsafe practices in the handling of hazardous materials/waste.

Recommends new or modified laws pertaining to hazardous materials; formulates divisional policies and procedures; and, acts as a technical resource expert to staff and the public.

Makes presentations regarding the management of hazardous materials to community groups, representatives from private industry, and officials of public agencies.

Coordinates hazardous material control activities with fire, health, law enforcement, and other governmental agencies.

Prepares preliminary budget requests and recommends new or revised programs and policies through analysis of statistical data and reports prepared by staff.


MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:
Two years of experience at the level of Hazardous Materials Control Manager, Fire in the service of Los Angeles County.

LICENSE:
A valid California Class C Driver License.

PHYSICAL CLASS:
2 - Light.
