DEFINITION:
Supervises subordinate staff involved in the implementation of diversity, equal opportunity, and civil rights-related programs.

CLASSIFICATION STANDARDS:
Positions allocable to this class report to a higher level supervisor or manager and provide supervision to staff engaged in diversity, equal opportunity, and civil rights-related programs. Incumbents assist in the development and implementation of program, budget, and personnel policies and procedures. Incumbents functioning at this level must exercise independence and proficiency in planning, organizing, and supervising the operation of diversity, equal opportunity, and civil rights-based programs on a Countywide basis. In order to function at this level, incumbents must possess a knowledge of applicable laws, rules, standards, and procedures.

EXAMPLES OF DUTIES:
Supervises program operations by planning, organizing, and assigning the work of professional staff engaged in investigating, evaluating, training, researching, developing, and monitoring diversity and civil rights-related programs.

Develops and evaluates professional staff's competency in diversity, equal employment opportunity and other civil rights-related issues.

Assists in the development and implementation of program, budget, and personnel policies and procedures.

Reviews work for thoroughness, soundness of recommendations, compliance with established policies and regulations, and uniform application and interpretation of program procedures, rules and laws.

Consults with County departments, agencies, and other governmental jurisdictions, as directed by the supervisor or manager on matters involving the County's diversity, equal opportunity, and civil rights-related programs.

Develops and maintains effective liaisons with other departments, agencies, and governmental jurisdictions.


MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:

Five years of experience in an administrative or staff capacity analyzing and making recommendations for the solution of problems of organization, procedure, programs, budget, or personnel.  Two years of the required experience must have been conducting or administering investigations of equal opportunity or civil rights violations and/or implementing and monitoring of equal opportunity and civil rights-related programs ensuring their compliance with applicable rules and regulations.

-OR- 

Three years of experience as a Deputy Compliance Officer, Personnel Officer II, or Head Departmental Personnel Technician conducting or administering investigations of equal opportunity or civil rights violations and/or implementing and monitoring of equal opportunity and civil rights-related programs ensuring their compliance with applicable rules and regulations.  

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
