Mission
The Countywide Examinations Administration Division (CEAD) is committed to the highest standards of integrity and customer service in providing the County and its departments with high-quality and diverse candidates for employment through effective examination planning, recruitment, and assessments of applicant’s competencies.
Description
Recruitment Activities: We attract the best-qualified applicants through state of the art recruitment strategies utilizing traditional and on-line media. We ensure all job posting and recruitment activities are consistent with County standards and ensure equal employment opportunities for County employees and outside applicants. We develop and implement recruitment strategies for all levels of classifications and target populations. We conduct campus recruitments, attend job fairs, posts job opportunities on the internet and several on-line job boards, advertise in newspapers and magazines, develop job announcements and perform resume searches to recruit for countywide classes.
Employment Information Services Office (EISO): We provide individualized service ensuring that walk-in customers receive our services through a one-stop job information center; and we respond to telephone calls from prospective job applicants.
Examination Development and Administration: We perform test development activities to ensure candidates are evaluated based on job-related and relevant standards. We administer a full range of tests including written, interviews, performance, evaluation of training and experience, and writing samples.
Master Examination Calendar (MEC) for Countywide Occupation Classes: To ensure positions in common County-wide classifications are filled rapidly, our staff continuously recruits and adds names to eligibility lists. Â
Specialized Recruitment and Examination Administration: Our staff works to recruit department-specific classes by providing technical examination assistance and support to create a comprehensive and focused recruitment strategy and administering examinations. Our services include providing just-in-time solutions as our staff is available for 1:1 consultations via e-mail and the phone.
Examination Plan Review: We provide technical guidance and direction to help departments craft examinations that will identify highly qualified candidates about to carry out the mission of their respective departments.
Certification List Actions: To expedite hiring, conserve resources and maximize the use of existing lists, our staff assists departments in restoring and extending the life of eligible lists, conducting selective certifications of eligible lists, and establishing substitute lists.
Test Results Processing: Our staff ensures that proper scoring and notification of results is processed properly through the use of an automated system.
Test Review: Staff provides direct personal contact to candidates by administering test review service for those that wish to review their results in accordance with County Civil Service Rules.
Certification List Management: Our staff manages certification lists for Countywide classes and rapidly responds to Departmental list requests which contain the names of candidates eligible for appointment through the Certification Desk Management System (CDMS), an on-line system.
Job Inquiries: Our staff directly assists job seekers who require assistance in their job searches, including providing procedures for applying for County jobs.
