Mission

To support the efficient, equitable and reliable delivery of human resources services to employees, management and the residents of Los Angeles County by streamlining and automating processes.

Description

The eHR Project scope encompasses several major work efforts to redesign and standardize human resource functions throughout the County.  The modules/projects within eHR are:

Talent Management including Certification Desk Management System (CDMS)

• Provides a central repository of the County’s job applicants, career opportunities, and lists for employment.
• Allows for accurate and timely processing of applicants and makes them readily available for job openings.

Personnel Administration

• Creates and maintains employee records related to jobs held, salary, and personal data such as home address, phone number, and emergency contact.
• Integrates with Position Control to ensure compliance with the budget.
• Interfaces with the LearningNet and PerformanceNet systems to create and update employee profiles.

Leave Accounting

• Provides rules based accrual employee leave benefit hours (i.e., sick, vacation, non-elective leave)
• Integrates with Time & Attendance to deduct benefit hours based upon employee time sheet entries and approved leave requests.

Employee Self-Service

• Provides employees with 24-Hour Internet access to their employment information and paycheck history.
• Allows for online submission and approval of their time cards, leave requests, and updates to their personal information.

Personnel Action Requests

• Provides a vehicle for line operations management to submit requests to hire, promote, or transfer employees electronically.
• Allows human resources operations to track requests for service from line management.
• Workflows approved requests to expedite employee job changes and updates to the employment record.
